Xochitl Torres Small
A lifelong New Mexican and daughter of educators, Xochitl Torres Small has dedicated her life to serving rural communities, before, during, and after her time in Congress. After flipping New Mexico’s 2nd District in 2018, she became one of Congress’ most knowledgeable voices on rural issues, agriculture, and border-region economic development.
Under President Biden’s tenure, he appointed Torres Small to serve as Under Secretary for Rural Development and then as Deputy Secretary of Agriculture, where she delivered victories for rural communities across the country in housing, water and wastewater, and expanded internet access. Torres-Small now serves as Executive Director at Quivira Coalition, an organization focused on environment and sustainability that “builds resilience by fostering ecological, economic, and social health on western landscapes through education, collaboration, and progressive public and private land stewardship.”
